主 旨：為吸引重點關鍵產業外籍人才，「行政院全球招商及攬才聯合服務中心」（以下簡稱招商及攬才服務中心）規劃發行多功能「國際人才白金卡」一事，敬請貴單位協助公告或推薦符合資格之人才，請查照。
說 明：
一、依據本部105年5月16日經招服字第10505090790號函辦理。
二、行政院104年9月8日核定之「全球競才方案」賦予招商及攬才服務中心做為臺灣國家品牌對外攬才單一窗口，提供一站式攬才服務，以「專案經理人」專案專責辦理機制，提供海外優秀人才來臺工作及生活分眾諮詢服務（來臺前評估、入國申辦手續、入國後生活等協助）以及追蹤處理結果，先予敘明。
三、為強化上開對國際高階人才之服務，將特別針對來臺外籍專業高階人士核發白金卡，以提供相關政府部門加值及有感服務，其中包括可使用專屬通道快速通關（隨行的配偶及子女也能享受快速通關禮遇）、免費法律諮詢、悠遊卡、QR Code連網等加值服務功能，後續將結合寶島通好好玩APP，可提供生活上食衣住行育樂等各方面的資訊，以建構來台工作的國際人才更友善、便利的生活環境。
四、旨揭白金卡審查作業要點業於本（105）年4月18日公告生效並受理申請，隨文附中英文版白金卡審查作業要點、申請表、推薦表及說帖各1份，及國際人才金卡申請表1份，請貴單位惠予廣為周知本案訊息。
五、併附中英文同意書各1份，若申請白金卡未獲複審通過者，招商及攬才服務中心將據此同意書逕予核發國際人才金卡。招商及攬才服務中心聯繫窗口：蕭維儀專員(wychiau@moeaidb.gov.tw；02-2311-2031#704)。
